The application fee is $70 and it seems like it grants holders multi-entry visa free access to Russia and China for 5 years"

Unless you live in an APEC country you can't get the visa-free status. Most of those countries already have an easy visa process for China, idk about Russia.

from wikipedia:

Two economies are transitional members: United States and Canada. This permits them to issue ABTCs to their own citizens and nationals so that they can take advantage of expedited visa appointment and immigration clearance procedures in other economies, but without their citizens and nationals enjoying additional visa-free travel, or having to grant visa-free travel status to holders of APEC cards issued by other participating economies.

So Americans needn't apply."

Russia is pretty easy to get a visa for as a US citizen.

The only annoying part was I had to use some service for my official "invite", however, it was only like $35."
