Unless you live in an APEC country you can't get the visa-free status. Most of those countries already have an easy visa process for China, idk about Russia.

Russia is pretty easy to get a visa for as a US citizen.

The only annoying part was I had to use some service for my official "invite", however, it was only like $35."
