Age of Sail setting. Magic is allowed.

=HOW TO PLAY=
1. ACTIONS
You have 2 actions per turn, gaining +1 for every 50 population milestone you reach. Actions are needed for everything. Examples include building, creating an army, setting up a trade route, starting production or refinement of a resource, creating a new town, etc.

2. POPULATION
Grows with this formula - (number of pops in town)(1.1).
Build farms to increase food availability. 1 unit of Food is required for every 10 population every turn.
If you have 2x as much food as people, growth modifier increases to 1.5.
If you have 2x as much people as food, growth modifier lowers to 0.7.

3. RESOURCES
Wood, Metals (bronze, iron, steel), Food. The three cardinal resources. Higher-order resources like Swords are derivatives of them and will be subject to interpretation.
You receive 1 unit of resource every turn if you have any resource harvesting operations underway. Creation of buildings and armies/fleets require a unit of their equivalent resource - for instance, ships, farms requiring 1 Wood, population requiring 1 unit per 10 pop.

4. COMBAT
Armies and fleets move 1 sector every turn. Combat for armies is determined by the amount of soldiers in an army multiplied by armour/weapon for defensive and offensive values.
Fleet combat, if using cannons, is determined by the amount of cannons in a fleet for offensive value. Defensive value is calculated by the total amount and quality of hulls in the fleet.
Fleet combat, if using Roman style boarding action, is determined like a land battle.

=VALUES=
Hills yield only bronze. Big mountains yield iron and steel. In combat, bronze, iron and steel have multipliers of 1.1, 1.2 and 1.3 respectively. All other higher-order resources subject to interpretation as the game progresses.

Shit, forgot to add on to this. You need the appropriate resource under your control before you can spend an action to begin harvesting or producing. One tile = max 1 production. If you had a single tree tile, you can only produce 1 wood per turn. If you have 2, 2 wood per turn.

I'll let this rule come into effect after this turn. No need to redo your actions.

PS. Trade networks cross 5 tiles per turn, and you can build roads to speed them up"

Action 1: Stonedrive

The fundamental magic of the elders that guide the Rascharaii Sun’an.

Hailing from the tough and vast mountains, this magical discipline allows the natural craftsmanship of the race to be expressed even in lieu of equipment or proper materials, shaping the very rock around them into crude tools or, with enough time, shelters and structures.
Stone shaped in this way takes on a smooth and artificial looking appearance, sticking out as an unnatural creation.

(General intent behind this, allow the stone resource to be used in lieu of wood if it would be reasonable. Obviously can’t substitute stone for wood when making a boat, but general tools and basic structures should be good)

Action 2: Stone mine

Build a stone mine on one of the three hills that surround Rascharaii

For the sake of mechanical simplicity let's say they do.
They can be opportunistic carnivores with a exceptionally specialized metabolism which efficiently processes proteins into pure carbon to be converted into energy when needed.
Alternatively, a more fanciful explanation: The Stoneborn's 'digestive system' magically rips the vitae - the quintessential living essence - from consumed flesh empowering their inorganic tissues to simulate life for a while longer.

As for my actions:
> Establish a Hunting Ground: Pound stretches of the low-lying mountain terrain into gravel and scatter pieces of local flora over the prepared ground. Frost near the peaks will thaw, eventually settling in these spots and promoting plantgrowth, which will in turn attract fauna wishing to feed upon it. It will take time, but the fruits of these labors shall be worthwhile.
> Actively hunt for prey in the caverns: The myriad cavern complexes stretch deep beneath the Buried Reaches are the ancestral home of the Stoneborn. It's sprawling depths once teemed with strange, subterranean ecosystems of all sorts and prowling monsters long forgotten by the surface world, but the amount of viable prey has declined in recent years driving the Stoneborn's ascendance to the realm of wind, sun, and snow. However, perhaps a little more blood can yet be drawn from this stone?"

However, this is not necessary. I'll better think of their traits."

Although the ancestors of the Baharuq were once entirely aquatic, these fishfolk became terrestrialized at some point in time. Still retaining their gills and back finns, the Baharuq still venture far and deep into the ocean to reach their hunting-, mating- and egg laying grounds.

The ability to seek refuge in both sea and on land makes the Baharuq a much elusive people for outsiders to contact, appearing only when they see fit."

The cold one's flock is a nation, a clan descended from a singular white dragon, a brute who goes by father who terrorized, slaughtered, consumed and changed the inhabitants of the land into it's spawn.

Emerging after slumber for millennia, it's offspring, it's flock carries it's brutishness, it's stupidity, it's never ending hunger for wealth and food and the desire to spread the cold.

If the Flock has their way, the age of sail will transition into an ice age, from whence their sacred father will reign supreme and the world will descend into an icy hell-scape where only brutality and savagery remain and dragons reign."

The flag is a red standard with the Chi-Rho symbol in yellow with the symbols alpha and omega on it's sides

-History:

During the battle of the Catalaunian Plains an interdimensional portal opens and the entire roman army is sucked into it and takes them in a strange land

they then decide to create a new settlement called Colonia Aetiana.

But Aetius soon ran into a problem: the city didnt have women, it only had men... so to ensure the continuation of the settlement he went to war with other tribes near him, enslaving most of the men and taking their women, solving the population problem."
