Thanks for the suggestions, I've only familiarized myself with AVS because of it's simplicity and the converter packages they have, but I have been trying to look into other softwares as well like Wondershare Filmora 12.

Setting CRF to 0 makes it lossless, but it will be GIGANTIC, but you could just delete the converted file after you're done with your edit, then convert again at a later point if you need it again.
Some programs might have issues with CRF 0 though, so maybe do CRF 5.
Make sure you have color format as YUV 420 10 bit, if your video editor supports it (Try with a short clip first I guess). But make sure you also then export in 10 bit (Might have to use prores for export).
If it doesn't support 10 bit, then either switch software or use 8 bit, but keep in mind that 8 bit causes banding.
For the codec, you want to use H.264 / AVC (x264) for the most compatability.
Make sure the output format is mp4 bottom right.
In the audio tab, set the codec to "Copy Audio Without Re-Encoding).
If there's any problem with audio, tell it to use AAC at Quality 256 instead.

Since you asked, I decided to work on a python variant that automatically calculates bitrate.
VP9 itself is most likely never gonna change any meaningful way so output should end up being more or less the same.
I made a EXE version too, which means you (hopefully) shouldn't need python installed, but I highly recommend python, it's easy to install as long as you make sure to check "Add to PATH" during install, and it's probably more likely to work, plus you can view the code rather than run some random person's EXE with unknown code.
Just like batch script setup, you get to pick between 10 and 8 bit, and there's instructions on what to do if the automatic bitrate calculator overshoots/undershoots, aswell as a few other tips. I made the trimming function into a seperate script/exe. LosslessCut is ideal, but if you need more accuracy than keyframes, then ffmpeg is the way to go. It's set to CRF 5 so it should preserve as much detail as possible while remaining somewhat reasonable filesize.
The EXE versions can't change speed preset (unless you build yourself, but that requires python so might aswell use scripts at that point (instructions included in setup)), but they're set to -cpu-used 0. Same with scripts, though they are easier to change.
The scripts try to target around 96kbps audio, but increase/decrease to meet the desired filesize specified (up to a certain amount). There's also a way to somewhat override the bitrate in a nice way when it misbehaves, which it will do with some specific videos.

The lines with DAT are incredibly thin and if the lines were slightly thinner in the original, I bet they would vanish from upscaling.

Updated my ESRGAN setup to 6.0 which now makes it so that even with extreme episodes that took up to 500GB in PNG files, are now no longer an issue. It can now chop videos up based on what you set it to which can easily reduce the required space down to 1-5GB instead of 500. By default it chops videos up into 1 minute segments, this can be changed easily to what you want. Just try not to go extremely low, like below 5 seconds. I haven't tested it below that.
This version of the script re-encodes all audio for simplicity but at 256kbps AAC so you shouldn't be able to tell a difference.
The old script is also updated with more resolution's pre-coded and added support for wavpack audio.
New script should work with pretty much any niche audio codec since it just re-encodes.

Temporal coherence and object permanence is something basically all AI struggles with, except for Open AI's new Sora, but that's gonna be behind a paywall, biased, censored, watermarked and probably highly compressed.
The quality of the samples in the page you linked is also quite shit.
For it to be consistent enough, you'd basically need to set the denoise so low that it would change almost nothing, rendering it useless.
