Any time I go to a beach where this is allowed (I've been to alicante, tenerife 4 times, lanzarote, majorca)... You can walk the length of the beach and there are maybe 4 topless sunbathers.

I live in Spain, and on a normal beach like 30~40% of the girls are topless.
Of course there are beaches where it is more common, and others where not so much. Try different places. In my experience, the less tourists, and more natural the beach, the more topless you find.

That's how it is. I am also Spanish and I do nudism. On normal beaches it is common to see topless girls, but if you go to more remote beaches almost all of them get naked.
Once, in Huelva, we went to a secluded beach and a group of girls who were no older than 17 approached and undressed in front of us.

Yes, that's mostly true. There aren't "public indecency" laws in general, barring some municipal level regulations that might exist in very limited places. Unless you're harassing someone, or there are kids/disabled involved, most likely it's ok.
There are lots of nudist beaches, but they actually are just "nudist tradition" beaches, as you could be naked at any other beach too.

I don't know where your experience is, but in my region here in Spain, I have never seen a girl only topless in a nudist beach, ever, and I go to them quite often.
Topless is a sort of middle ground that is only seen in "non nude beaches" (if there is such a thing). I've seen thousands of girls topless on these kind of beaches, and 0 on nudist beaches.
Of course that's just my experience, but I find it unlikely that in any other region of Spain it will be like that.';
