'Well, clearing out that folder didn't help. Neither did disabling Windows Error Reporting and Problem Reports Control Panel Support. In fact, I think that made it blink faster.

Not sure if it's related, but when I tried to get to the built in recovery menu, I click "more options" and then it just restarts. I can force safe mode by using the command prompt in a Windows install USB though';
