I took the monitor apart and everything looks fine to the naked eye (no capacitors are damaged or fuses blown). But I can’t figure out how to fix it or diagnose it properly. I called 10 local repair stores and all of them said they don’t fix monitors.';

While that does fix the inversion issue but I’m still left with a heavy white tint on the screen.'

Might I suggest you mess around with the output settings on your computer.
Also first try factory reseting the monitor, maybe something in the memory got fucked up.

I'd really like to see a picture of your monitor glitching.'

Looks interesting, but it's safe to assume one of the chips now has unfixable damage.
Guess you could try to buy a broken screen on ebay or whatever and swap out the green board.
