That sort of thing is very common. You can buy AK's in tons of calibers, including pistol and shotgun calibers. And likewise for nearly any other proven gun design. Break-action doubles exist in every caliber from .17 rimfire to 4-gauge. Pretty much every bolt-action rifle is a knockoff of the Mauser and again are available in everything from tiny pipsqueak calibers to 20mm. ARs are available in a billion calibers including shotguns. All of those guns exist in both long gun and handgun versions.

Patents. If those patents are expired or don't apply, then there's absolutely nothing, which is why everything "new" in the last 50 years has been an AR or AK derivative. The AR and AK themselves used design ideas from earlier guns, too.
