In short Western favoritism towards Pakistan at the time along with the USA trying to butter up the CCP into forming an alliance against the Soviets. Plus India's absolute failure and incompetence to create a national arms industry or personal computer industry capable of competing with China and Japan hence why their elite forces import a mix of Tavors and AK12's while the low lever grunts get stuck with the shitty INAS rifles that are falling appart, things ain't so bad nowadays though, they manufacture missiles that are apparently good enough for the Vietnamese.
