For sustaining operations, like a collier or coastal bombardment ship or seaplane fix-up facility.

Shallow draft in case of hitting shit underwater and probably not too seaworthy on the high seas, also lower range needed because it'll be coming back to port.

The name they gave the German class because they were battlecruisers, which means relatively lower displacement but bigger guns. More of a media thing.

Those are self explainable. One has aircraft, one has or is protected against torpedoes with bulges, or is designed with a lot of dakka for protecting the fleet from planes.
