Because network delay exists, you don't dodge online by reacting to and evading shots, but by predictively evading before the shot comes. Also to expand on this the full flow of netcode is essentially:
Attacker attacks and sends a superficial message to the defender saying "I attacked" which causes the defender to render a superficial animation of the attack.

Attacker's attack flies through the air and connects with the defender

Attacker sends defender a message saying "I hit you"

Defender receives the message and checks a couple things like if they were in a valid state (ie not invincible/dead), how much defense they have etc. and calculates the damage taken.

The defender applies the result of this attack to themselves, then sends a message updating their AP/stagger status to the attacker

The attacker receives this message and sees their damage pop up and the defender's AP diminish

This has a number of implications:
As the defender, the projectiles you see are superficial. Whether you dodge them or not is irrelevant, the outcome is already decided.
Because the defender's state is checked before damage is resolved, Shields and Core Extensions can negate attacks that already hit you. This also means that parrying is more reliable in latency than dodging. Under normal circumstances, communications are timed such that the timing of the fake projectile you see arriving and the damage communication from the attacker resolving are in sync, which allows for parrying without latency. However if the connection is unstable, these things may be out of sync.
If the connection is very poor, the defender can negate damage by simply not receiving the corresponding communication. Any damage packet that gets lost or corrupted in transit is damage that is not done. This contributes to it sometimes feeling very difficult to damage some players with poor connections.'

They are both very short and 2 is a sequel to MoA, so I would tell you to play them.
PP is basically a DLC with the Arena, missions aren't that bad but they are very few. The story is pretty bad but less barebones, just enjoy the OVA-vibe.
MoA is a sort of retelling of 1 and tells essentialy the same story but leagues better in terms of presentation. It is Arena-focused, but you have also normal missions. It's a very good game albeit short if you exclude the stupid amoun of arena fights you can have.
