I have a bike with that general design (except 20" wheels).
It is perfectly serviceable, but smaller wheels do have less "give" when riding over uneven surfaces. I can feel every expansion joint when riding over concrete (I don't sidewalk ride, but some paths merge to the sidewalk at intersections).
Oh, and the centre of gravity isn't that much different than a normal bike. I've still had the front wheel lose traction on hills that are too steep.'

Probably sitting ultra low on a wide fat seat -> also not comparable to a normal bike.
You want a normal mtb style bike where your seat has about the same height as your handlebars. Get appropiate tyres for your riding style and underground and call it a day. Best case would be no suspension at all because 95% of people dont even need it. 2-3 inch tyres absorb nearly all vibrations and cobbles.
And you wont have a fun experience on your pic rel trust me.
