Stems from very old conspitacy theory that got mainstream and then into popculture - that government/aliens/whatever antagonist would use radio waves to either spy on, hurt or mind control people. Think of it like grandfather of the current 5G stuff and about as respected in its time..
Aluminum foil has some properties blocking radio waves, thus people assumed that a head covering made out of aluminum would stop such attempts at mind control or whatever if worn. Of course, most didn't take it seriously and that's why it became a symbol of crazed, delusional conspiracy theorists.

In practice, it doesn't. While it'd directly block such waves, in reality a person would have to be pretty well covered with no gaps. Someone tested it. Funnily enough depending on angle of the radio signal, shape of the tinfoil hat, the radio wave may bounce in a way that the signal wouldn't be not only reflected but could be even (very minimally) reinforced.

Someone or many people separately probably made some aluminum foil antennas for their t.v. which they got the idea to wear as a hat. Like you said it blocks signals so why use it for a tv unless they were figuring out it blocks something else that fucks with their own t.v. and then ergo their minds as well. you got x-men magneto helmet as well which was conceived in like the 50s or 60s so quite a while.
