My father who is also a toy collector for Gi Joes, He-Man and such has had "The Dream" too albeit for his cherished toys. For the dream always has fully stocked self from many different years but also some completely new ones that I have never seen before. In terms of finding stores with random sets, I am sure it will only be less and less likely as time goes on.
