Probably plasticizer, hard to get rid of completely so you'll have to put up with it to a degree. Try leaving it in lukewarm soapy water overnight then giving it a gentle wash or putting tape over it and taking it off again carefully. I've never damaged paint aps with either of these things but I can't speak for every kind of figure. Good luck, this guy looks really cool';

Be very, very careful. I got the Cypher from this line years and years ago and the wrist pegs are made of the same weird material as the rest of the toy and kind of stick to the inside of the wrist joint if left too long. Plus since the figure itself isn't made of the most solid material swiveling the wrist can result in shearing the hand off from the wrist peg. It's what happened to mine at least.';

I hate it when I'm in a situation where a toy looks good but poses like shit or vise versa. I tried modifying my fei yen so it would be more to my liking but I only managed to successfully give her better neck and ankle joints. It was used and broken too so don't worry about me burning cash. I do wish to find a way to make the arms better but I can't think of any ways to do it.';
