He didn't release his likeness to make figures for this new movie, but merchandise companies found a way around this since they had previous rights from the older films. DCC saw it was shit, but used it as a way to decrease paint costs, because instead of using an air brush for various spots, they used the low res prints for that instead.
This was ontop of the normal spray masking and tampographs the used for the faces. Hasbro copied DCC's technique and actually benefitted from it, since Hasbro rarely had the budget to do shading before
