Technically, biologically, we can eat and digest raw meat just fine, but we don't bevause cooking it makes it both safer and more palatable. Dogs and cats probably feel the same way.
That being said I think they'd probably prefer the act of hunting+ripping apart prey more than they would eating just a slab of raw meat. So I think it goes:

That last point fits cats perfectly, but is a little shakey when it comes to dogs, since they would naturally scavenge just as readily as actively hunt. So they'd probably consider cooked meat and hunting about the same.'
