You can't have the fingers attach in the back cuz then there's no palm, and a big fat flat area above the fingers. They would have a weird reverse hand thing.
But you can't have the fingers attach on the front cuz they clearly just aren't drawn that way in this style. Look at the shaded limb in OP. It clearly makes it look like the hoof-claws go around the whole limb
And if your answer is "it's a cartoon shut up", I still want to know: Do Dracony ONLY walk on their claws (so the palm doesn't touch ground)? Cuz if they walk on their toes like that, the fingers would have to attach in the back in order to look like this and that makes no sense';
