There's an easier way. Dig at the rust with an old screwdriver, poke some small holes, try not to lose the shape. Pressure wash to remove the rust and dirt, best if you get access to the inside and wash that too. Grind or sand off paint, minimum possible to expose rust. Gently tap in rusty area about 1/8". Use short strand filler (filler with glass strands) to fill all holes. Grind off excess then start blending edge of paint with #180. Always keep repair small as possible. Blend repair with regular plastic filler. Finish with #180. Prime then #320-#600. Paint. Go inside panel and spray with cavity wax or rust preventing oil.'

ackshually it is the whole salt, both sodium ions and chloride ions are both required

we know water by itself will make rust, but salt speeds it up, why is this?
this is because the salt acts as an electrode, salty water solution pulls electrons out of the solid iron and turns it into iron ions which attract oxygen atoms, giving you the oxidized iron (Fe2O3) aka rust
this is also why the steel on the edge of the water will rust faster than the fully submerged part, because of all the free oxygen in the air'

I devoted 14 years learning how to treat rust, fill and sand dents, primer-fillering, colormatching, spraying all imaginable costs on and under various vehicles. And i ragequitted be ause of my last workplace.
See, i cured/enabled my autism with that. Made decent gains, nice skills, few of my own projects too. Some of wich i sold after owning a decade. Couldnt stop rust. Simple as it is- welding new arches burns metal, even putting on tin after. Etching primers, converters, whadever. Gave autistically done (oem bodypannels, clips, screws) MB C124 OM603 to a friend for peanuts- car that was clearcoated twice and oiled here and there, did not stop rusting. Yes, it was outside but on gravel/pavement.

Other friend got smooth eastern block Jawa- under covers for decade- much less rust.

Soviet pile IŽ- mausoleum kept is getting bubbly altho the pest stuff was used...

Daily beater Lolvo S70- i stopped bothering after 1/3 of car was painted- it rusts slowly. Surely but much slower. I also got one Audi A2- it does have aluminium corrosion but it will take a while until something needs to be done.'

Had a window sil that had rusted out. Basically I used some cardboard to trace the metal so I could cut the pieces out of sheet metal. Haven't got the shape right yet. Most complicated looking areas can often be broken down to about 3 places of flat metal. I got this from the fitzee fabrication channel, it took a few tries to get the hang of it. I used these things called cleecos to hold the metal together while welding. I had big holes under the rear seats where water got in, used the cardboard method to match the curve, turned out ok since its not something you would see normally.'

Well, I recommend you just take your time with it, luckily it's nothing critical, so you don't have to put much effort into make it structural.
Take it in layers and don't rush, use a flashlight at a high angle to accentuate the shadows and see where the dips/valleys are.
Also, don't use the sand paper with just your hards, use a block or sponge at the very least.
