In the rules department, you can look at http://www.4chan.org/rules - all global and board specific rules are in full effect. Apart from that, only two rules are important.

The last digit of your post assigns you to a team.
If you roll dubs, you can reply to your initial post with a second randomly rolled power and dice roll. Trips? Don't forget to use dice+2d100. Lord help us in the case of Quints.
Your dice roll will determine how powerful that ability you rolled is.
1-10: Streets. Not exceptional, special in a minor way. This puts you above the average person.
11-20: Neighborhood: A local legend, may live a life of minor heroism or crime.
21-30: City: Picture appears in the news and you have a fanbase who may or may not be where you recruit your hired goons.
31-40: National: A symbol linked to your nation, blight or beacon. Asked to handle things the nation can't.
41-50: Continental: Problems aren't constrained to borders, you stand above them. Many vie for your aid. Who wouldn't pay an arm and a leg for a super powered weapon of mass destruction?
51-60: Hemispheric: Most nations don't even try to interfere with you at this point.
61-70: Planetary: The Justice League called, they'd like to set up an interview, and the League of Villains is on line two.
71-80: Systemic: The Little Green Men are trying to steal our women. Time to end their planet.
81-90: Galactic: A god? Well, little g, and there's so, so much more to worry about than one pale blue dot.
91-100: Dimensional: Earth Prime, my home. It's been so long since I've been there, I doubt I'd even be able to tell realities apart without thinking.
If you end up with a power that gives you a Godly ability, but a low level strength... Perhaps you are just an agent of that god? While if you end up with a high power level of a really mundane power - maybe you are the god of that specific thing?

Broadly, OSR games encourage a tonal and mechanical fidelity to Dungeons & Dragons as played in the game's first decade - less emphasis on linear adventures and overarching meta-plots and a greater emphasis on player agency.
If you are new to the OSR, welcome! Ask us whatever you're curious about. We'll be happy to help you get started on this playstyle.
